The Council Bluffs Right-of-Way Division is responsible for administering the use of municipal property, which includes any dumpsters or containers to be placed within a public right-of-way.
A public right-of-way is a street, sidewalk, alley, or anywhere there is public traffic.
If your rental dumpster will be placed on public property for more than 24 hours, then you would need to pull a permit before your dumpster is delivered.
