A permit is not required unless your container blocks a public right-of-way, a city sidewalk, alley, or street. This means if you can place your dumpster neatly on your property, like on a driveway, you'll be good to go. The Seminole Road Landfill, 4203 Clevemont Road in Ellenwood, GA, accepts appliances, furniture, landscaping debris such as grass clippings, pine straw, limbs and tree trunks (bagged in a paper bag) and leaves. No plastic bags are allowed. Residents are allowed to dispose of ten passenger car tires and proof of residency in DeKalb County is required.
